Open market survey for the direct award of fire safety compliance works pursuant to Art. 50, paragraph 1, letter a), of Legislative Decree no. 36/2023

2. Subject of the Contract
The contract covers the execution of works to upgrade the headquarters at Via A. Nicolodi no. 4, Catania, in compliance with fire safety regulations, as specified in the bill of quantities (computo metrico estimativo).
3. Amount
Total estimated amount: € 132,311.00 excluding VAT, of which safety costs not subject to discount (if any) amount to € 6,300.00
4. Nature of the Procedure
This notice aims to:

ensure maximum transparency and openness to the market
-
acquire expressions of interest and quotes
-
identify qualified economic operators
This procedure is configured as an open market survey and does not constitute a tender procedure, nor does it establish binding rankings.
The Contracting Authority reserves the right to proceed with a direct award, even if only one valid bid is received, provided that the company meets the requirements and the bid is fair and reasonable (congrua).
5. Selection Criteria
The RUP will verify the administrative documentation and economic offers and compile the provisional ranking, which must be definitively approved by the Board of Directors (CdA).
The contract will be awarded on the basis of the lowest price, evaluated as a discount on the amount of works subject to bidding, without prejudice to the verification, prior to the signing of the contract, of the possession of requirements and the appropriateness of the economic offer.
6. Mandatory Participation Requirements
A) General Requirements:
-
absence of grounds for exclusion pursuant to Art. 94 et seq. of Legislative Decree 36/2023
B) Technical Requirements:
Economic operators must possess the following requirements:
-
registration with the Chamber of Commerce (CCIAA) for activities consistent with the subject of the contract;
-
qualification pursuant to Ministerial Decree (D.M.) 37/2008 under letter “G” relating to the installation of fire protection systems;
-
technical and professional suitability pursuant to Legislative Decree 81/2008.
The aforementioned requirements have been identified in compliance with the principles of proportionality and adequacy relative to the amount and nature of the contract.
7. Terms of Participation
Interested economic operators must submit, under penalty of exclusion, the following documentation (downloadable at the bottom of this article):

expression of interest, with the declaration of participation requirements;

economic offer

certificate of completed site inspection
-
single technical annex
-
identification document (if applicable)
The aforementioned documentation must be received by the strict deadline of Thursday, June 18, 2026, at 10:00 AM, exclusively via electronic means through certified email at the following **PEC address:** PEC: direzione@pec.stamperiabrailleuic.it
N.B.. The documentation referred to in letters a), b), and d) must be signed with a digital signature or a handwritten signature accompanied by a valid identification document.
The files containing the aforementioned documentation must be compressed into a single file to be named "archivio.zip", password-protected.
This password must be provided and disclosed to this Stamperia Braille exclusively on June 19, 2026, starting from 10:00 AM, also at the email address: direzione@pec.stamperiabrailleuic.it
Interested economic operators are required to carry out a site inspection at the premises in Via Aurelio Nicolodi 4, by June 17, 2026. This site inspection can be carried out from 8:00 AM to 1:00 PM by prior appointment to be arranged with the Management (095/0970021). Upon completion, the management will issue the certificate of completed site inspection referred to in letter c).
8. Duration of Works
Maximum execution time for the works: 190 days from the handover of works.
To this end, the winning company, prior to signing the contract, is required to produce a detailed work schedule (crono programma) for the works to be carried out for each of the three areas specified in the bill of quantities, within the aforementioned timeframe.
9. Publicity

10. Safeguard Clause
The Contracting Authority reserves the right:

to not proceed with the award
-
to modify, suspend, or revoke this notice
without the participants being entitled to claim any compensation or rights.
11. Data Processing
